Looking for someone to manage a reciprocal linking project.

Details are as follows:

1.I will provide you with an email account to use for this project
2.I will provide you with a prewritten letter
3.I will provide you with links to organizations/websites who I have provided backlinks to but who are not reciprocating a link.
4.You will need to go to each website and locate the organizations director and email address.
5.You will need to send each director an email.
6.The email will contain the prewritten letter adjusted to be addressed to the director and will show the URL where we link to them.
7.The letter will explain that my high PR website has been supporting their organization for nearly 2 years by providing a back link to their website without reciprocation; and request that the director provide a reciprocal link to our website or their link will be removed.
8.I will need you to forward copies of all replies to me.
9.I will need you to track which websites agree to reciprocate and which don't
10.I need you to document the URL where the reciprocation exists.
11.I will pay you a flat fee of $50 dollars for this project, plus .25 cents for every new backlink that is created.

I need a simple class C# class that will take an Access Database ( .mdb) and will allow edit/add/delete records into it, respecting the relations setup into db. Basicly a datagrid will be shown with records from one table, and will allow to edit/add/delete. If one column from a table is foreign key in another, a droplist with available values should appear into the data grid when editing/adding rows.
Probably somewhere there working daily with C# has that already, I am sure it can be found somewhere over internet, I just don't have time to look for it.
